SBCA Proposes To Add 10% Fee For Fire Safety Measures In Every Building Plan

KARACHI– The committee issuing NOC from the KMC Fire Brigade before the construction of tall buildings in Karachi has asked the Sindh Building Control Authority to include a member of the KMC Fire Brigade Department in the technical committee for approval of the building plan and SBCA has proposed to add a 10% fee for fire safety measures in every building plan.

The second meeting of the six-member committee set up on the instructions of Administrator Karachi Laiq Ahmed was convened by Convener Committee Legal Adviser Azra Muqeem. Presided over by Senior Director Finance and Accounts Rashid Nizam, Director Municipal Utility Charges Nayab Saeed, Chief Fire Officer Mubeen Ahmed, Fire Officer Muhammad Humayun, Former Chief Fire Officer Muhammad Naeem Yousuf, Panel Advocate KMC Iqbal Khurram and Additional Director Land KMC Amjad Zaidi attended the meeting.

Various suggestions were made to make the issuance of NOC better and more effective while the progress made on the steps taken in the previous meeting was also reviewed. The KMC of the department has filed a lawsuit against the fire safety measures. It was also proposed to charge a 10% fee for each building plan of the Sindh Building Control Authority subject to the orders.

It was informed in the meeting that in the last meeting of the committee, a letter was sent to the Director-General Sindh Building Control Authority by KMC Fire Brigade. While in compliance with the court order, for the recruitment of fire officers/personnel to run the affairs of the MC of the Fire Brigade Department, the Secretary Local Government has been approached for the approval of the Government of Sindh.

Administrator Karachi Laiq Ahmed has directed the committee to conduct a complete technical and construction review before issuing NOC to the fire brigade for construction of high rise buildings in the city so that the directions of the High Court in this regard can be fully implemented.

The committee must have the necessary firefighting equipment and systems to deal with any accident situation in a better way. The committee issues a no-objection certificate for the construction of high-rise buildings and charges for it.

We Will also set the rate and on a regular basis according to Yaqqar, NOCs will be issued in advance for the construction of high-rise buildings so that the city can improve in this regard. Consideration was also given to link the payment of fire insurance for high-rise buildings and all domestic and commercial projects with municipal utility charges. It was informed on the occasion that the committee has been set up under Sindh High Court Order No. CP-1/2017.

Keeping in view all the technical and construction aspects and fire fighting principles, the task of formulating a legally applicable policy has been entrusted to the non-compliance of the fire brigade of the Karachi Metropolitan Municipality before the construction of multi-storied buildings. Certificate of Objection will be issued.

In view of the increasing number of multi-storied buildings in residential and business areas of Karachi, it is felt that all such buildings have the necessary equipment to protect life and property in accordance with firefighting principles. The members of the committee said that the building should be installed in advance after reviewing their requirements during construction and after completion and deeming fire insurance of commercial projects necessary, the committee will take necessary action to implement the suggestions made during the meeting so that all matters can be completed as soon as possible.
