Karachi Metropolitan Fire Brigade Tasked to Perform Technical Aspects Before Construction of High-rise Structures

Administrator Karachi Laiq Ahmed has said that before constructing high rise buildings in the city, a complete technical and construction review should be carried out to issue NOC to the fire brigade so that the directions of the High Court in this regard can be fully implemented.

The buildings must have the necessary firefighting equipment and systems to ensure minimal loss of life and property in the event of an accident, he said, adding that the Karachi Metropolitan Fire Brigade has been tasked with constructing high-rise buildings.

Reviewing the progress made in the meeting of the six-member committee set up to issue NOCs, the Administrator Karachi said that along with the issuance of the certificate of no-objection, the rate of fees should also be fixed for it. According to the regular procedure, NOCs should be issued in advance for the construction of high-rise buildings so that the city can improve in this regard.

The meeting of the committee was held under the chairmanship of Convener Legal Adviser Azra Muqeem The meeting was attended by Senior Director Finance and Accounts Rashid Nizam, Director Municipal Utility Charges Nayab Saeed, Chief Fire Officer Mubeen Ahmed and other members.

A meeting was held to formulate a policy regarding issuance of no-objection certificate and imposition of fees for it. It was also considered to link the payment of fire insurance of high rise buildings and all domestic and commercial projects with municipal utility charges. It was informed on the occasion that the committee was set up in the light of Sindh High Court Order No. CP-1/2017.

It has been tasked to formulate a legally viable policy keeping in view all the technical and construction aspects and fire fighting principles, according to which before the construction of multi-storied buildings, the fire brigade of Karachi Metropolitan Municipality has been assigned. A certificate of no-objection will be issued by the committee.

For the rapid construction of high-rise buildings in residential and business areas in Karachi, it is necessary to pre-install the necessary fire-fighting equipment in these buildings. On this occasion, various suggestions were also presented as per the instructions of Administrator Karachi which will be considered and future course of action will be decided.
