Islamabad- The key points of the proposed draft of the 27th Constitutional Amendment by the government have come to light.
According to sources, the federal government intends to amend five articles of the Constitution. The proposed amendment includes changes to Article 160 (Clause 3A), Article 213, Article 243, and Article 191A.
A change has been proposed in Clause 3A of Article 160, under which the constitutional guarantee regarding the provinces’ share in federal revenues is proposed to be abolished. Likewise, a major change in the judicial structure has been proposed by amending Article 191A and introducing a new article, under which a Constitutional Court or Supreme Constitutional Court would be established.
According to sources, under the proposed amendment, changes have also been suggested regarding the final authority of constitutional interpretation. In addition, amendments to Article 200 concerning the transfer of High Court judges are also included.
Moreover, it has been proposed that the education and population planning sectors be brought back under the control of the federal government. Similarly, through an amendment to Article 243, it has been proposed that command of the armed forces be placed entirely under the federal government. A change in Article 213 regarding the appointment of the Chief Election Commissioner has also been proposed.
The federal government has handed over the draft of the 27th Constitutional Amendment to the Pakistan Peoples Party and has sought its support for the approval of this amendment.
