Child Abuse: Extreme Embarrassment For Punjab Police As Kasur Command Removed

LAHORE– The Punjab police chief Wednesday ‘unceremoniously’ removed District Police Officer Kasur Abdul Ghaffar Qaisrani and his subordinate officers on the direction of Prime Minister Imran Khan in the light of new child sexual abuse cum murder cases reported in the district, welcoming another embarrassment and shame in the Punjab police folds.  

The latest removals have followed cases of Salahuddin in Rahim Yar Khan and police torture/political influence in Vehari in which both DPOs were removed by the provincial government.

The premier in his latest tweets has ordered a major overhaul in the local police set up in Kasur, as horrific cases of child sexual abuse continued to surface in the Punjab district.

In a tweet on Wednesday, Prime Minister Imran Khan said the District Police Officer (DPO), Kasur Abdul Ghaffar Qaisrani, and SHO in Kasur had been removed and that a major change in the local police ranks was on the cards, a day after three minor children missing for months were found raped and murdered.

The PM said that in relation to the Kasur incident, there will be accountability for all, adding that those who do not perform in the interest of the common man will be taken to task.

“On the Kasur incident: There will be accountability for all. Those who do not perform in the interest of the common man will be taken to task. Following actions have so far been taken by the Punjab police & the provincial govt: 1) DPO Kasur being removed,” he tweeted.

In another tweet the PM said that the SP investigation has been proceeded against, adding that the DSP and SHO suspended.

The prime minister said that the formal probe has been ordered under the Additional Inspector General of Police.

The removal of officers from Kasur follows recovery of the bodies of three minors, who appeared to have been killed after rape, from sand dunes near Chunian bypass.

A wave of shock and terror gripped Chunian on Tuesday when the police recovered the bodies. Locals suspected a racket was behind the killing of minor boys after rape.

Earlier on Wednesday, protests broke out in Kasur with residents protesting against child abductions and lack of action by police. Protesters blocked roads in Chunian and burned tires while chanting slogans against the police. The demonstrators also surrounded the Chunian police station as they protested against lack of arrests and incidents of child abduction.

In the last few years, Kasur has been rocked by multiple incidents of abuse, rape and killing of children.

Six-year-old Zainab Ansari’s brutal murder after rape, 12th such incident to have occurred within a 10-kilometre radius in Kasur over a 12-month period, nationwide protests and outrage, arrest and hanging of prime suspect, Imran Ali, arrest of a child pornography ring with recovery of hundreds of video clips containing minor boys and girls to perform sexual acts and filming them were some horrible incidents that engulfed Kasur.

Qaisrani is third DPO fired in recent series of removals

Mr Qaisrani, who belongs to 30th Common, has already served Nankana, Jhelum, and Sialkot as DPO. He was earlier transferred abruptly from Nankana and Sialkot owing to multiple reasons majority of which not related to his professional approach and foresightedness.

He has been shown the door after DPOs Rahim Yar Khan and Vehari DPOs.

Sources at the helm of affairs in Punjab government are of the view that the recent transfers in field police ranks follows anti-police trends in electronic and social media starting from Salahuddin episode.

They, however, say senior police officers working in the field seem helpless in getting operational and investigation matters fixed from police station staff who is most of the time incompetent to handle complainants and their cases.

The speedy process of investigations into cases needs professionalism, resources, time and money that couldn’t be expected from the Investigation Officers (IOs) unless they follow very strict orders from the top brass or bribed by the complainants.

According to a senior police officer, Kasur police should have taken each case of missing child damn seriously after Zainab tragedy

Inspector General of Punjab Police Punjab Captain (retired) Arif Nawaz Khan issued orders for the suspension of DSP Chunian Kasur Naeem Virk while also directed DPO Kasur to suspend SHO City Chunian Irfan Gill.

Furthermore, the IG Punjab also suspended DSP Organised Crime Ijaz Ahmad on accounts of misconduct and carelessness and directed him to report to Central Police Office.

Following the removal of the key policemen in the case, DSP Intelligence Lahore Shamsul Haq was appointed SDPO Chunian.

Meanwhile, SP Zahid Nawaz Marwat has been appointed DPO Kasur, according to a Punjab police spokesman.— LAHORE MIRROR
